Carrie M. Selby, Associate Director, External Affairs Directorate
Carrie McCuin Selby was appointed the associate director of the External Affairs Directorate (EXA) on June 7, 2022. Previously, she had been the acting associate director of EXA since Jan. 20, 2021, and served as the deputy associate director of EXA from October 2020 to January 2021.
Selby joined the Senior Executive Service on April 7, 2014, as the deputy center director of the Vermont Service Center. Selby began her federal career in 1995 with the Social Security Administration in Albany, New York. In 1998, she transferred to St. Albans, Vermont, and joined the Immigration and Naturalization Service (INS) as an immigration examiner at the Vermont Service Center.
During her time with the INS and USCIS, Selby has served in various capacities, managing large programs and divisions, including Congressional Affairs and Adjudications.
In 2008, Selby joined the Field Operations Directorate with the Northeast Regional Office as the assistant regional director and was responsible for the adjudicative oversight of 26 field and district offices within the northeast.
In 2011, Selby rejoined the Vermont Service Center as an associate center director where she was responsible for managing adjudications and served as the chief of staff, where she worked closely with the Office of the Citizenship and Immigration Services Ombudsman.
In 2017, Selby served as the acting deputy associate director for the Service Center Operations Directorate and in 2019 served as the acting chief for the Office of Citizenship and Applicant Information Services within the External Affairs Directorate.
Selby received a bachelor of science in small business management from the University of Vermont and a master of arts in leadership and communication studies from Seton Hall University.
