USCIS Stakeholder Engagement Form N-648, Medical Certification for Disability Exceptions
U.S. Citizenship and Immigration Services (USCIS) invites stakeholders, including medical professionals, to participate in an engagement on Tuesday, Nov. 1, 2022, 2 – 3 p.m. Eastern, to learn about the new Form N-648, Medical Certification for Disability Exceptions, and its corresponding policy.
During the first part of the engagement, USCIS officials will provide an overview of the:
- Educational requirements for naturalization and respective exceptions;
- Distinctions between an Accommodation and a Medical Exception;
- Eligibility requirements for the Medical Exception;
- Role and responsibility of the medical professional in completing and certifying Form N-648;
- New Form N-648, Medical Certification for Disability Exceptions and required information;
- New policy updates, including:
- Telehealth examinations,
- When a Form N-648 may be submitted, and
- Accepted versions of the form;
- Oath waiver requests with the Form N-648; and
- USCIS officers’ review of the form.
During the second part of the engagement, we will address questions and hold a listening session to hear stakeholder comments and feedback. We will not address issues under active litigation or likely to be litigated, or take questions or comments outside the scope of the engagement.
While we are actively looking for ways to improve access to citizenship and naturalization, comments should be focused solely on changes USCIS can legally make through a regulation or policy and not changes to the statutory provisions established by Congress.
USCIS seeks your comments on several topics, including:
- Whether there are sections of the new version of the Form N-648 and Instructions that are a source of confusion and/or that make the process and requirements unnecessarily complicated or burdensome.
- Whether there are regulatory provisions or USCIS policies related to the N-648 that are a source of confusion and/or that make the process and requirements unnecessarily complicated or burdensome.
- Whether there are any other N-648 related areas for which the stakeholder community would benefit from additional guidance or clarity.
